I think a "ship" like this could have some interesting possibilities if you add stuff like ambulation and some pos features on it. A ship which doesn't have combat purpose.
A new line of ships to specialize in. Relocation ships with limited mobility. A ship which you rarely need to pilot but which can be moved. A ship that can reside in high sec, low sec or nullsec. In null you move it like capitals, in low and high sec you pay a fee to some concord "relocation firm" and they move it for you. The ship doesn't have engines so it can not move but only during downtimes.
Maybe add Cynosural Field Generator II for relocation ships :p
There are various ways how to limit the mobility. Amount of fuel used, ship being very vulnerable to attacks after a relocation, ship being totally non-functional for certain time before/after relocation, limited relocations per week/month...
Here are few services these ship types could offer: - trading services - storage space for ships, modules and just stuff - a "home" place for players, corps and alliances (ambulation) - games - manufacturing - fun and games (ambulation) - corp and alliance HQs The bigger the ship, or depending what modules it has installed, the more services it could offer.
Instead of just one huge size you could have four sizes. One for small gangs, one for smaller corps, one for larger corps and one for alliances. While stations would continue to be the basic starter homes the homeships could be the better alternative with more stuff to spend money on. But the idea is not to make the relocation ship into a dollhouse you invest billions just to redecorate for lulz and prestige.
People and corps could be able to use the ship to storage their stuff or to use the ship as a public trade hub or just a home and entertainment center for themselves. And/or allow other people to board the ship and use the services too.
The idea of these ships could be that as a visitor or resident you don't need to pay taxes to any npc entity but you'd need to pay a fee to the ship owner entity. And rent for a room with certain allowance for storage space. Each ship size would have different amount of these slots available for players to purchase or rent. Like the smallest version could offer room for 5 players, the larger one for, say 20 people, and 50 and 200. Or something like that.
The idea of the ship is to make isk, the ability to move to new place in one go and have a home ship.
No idea if there is any need for a non-combat ship in eve though. And how to make the things to survive from attacks while still being destroyable but not too easily. How to make them worth destroying but also fun anough to protect and use. And how to not make them overpowered capitalist pwnage entities you can leave running making isk for you while you randomly kick people out of their slots and just be an evil land lord. Kinda like pvp secretary...
And getting the gui for permissions and user rights would add a nice byrocracy hell into the mix as well... Still, another nice piece of scifi I'd like to see in eve.
